Muhammad Ibrahim Muhammad Shtayyeh was born in the town of Tal in the Nablus Governorate on January 17, 1958. He is married and has a son and two daughters. He studied primary school at Tal School, and secondary school at Nablus City Schools, and obtained his high school diploma in 1977. He obtained a bachelor’s degree in economics and public administration from Birzeit University in 1981, a diploma in development studies from the University of Sussex in Brighton, Britain in 1985, and a doctorate from the same university in 1989. He worked as an editor for Al-Shaab newspaper between 1980-1981, a research assistant at the Birzeit University Research Center between 1981-1983, an assistant professor in the Department of Economics at Birzeit University between 1990-1992, Dean of Student Affairs at Birzeit University between 1992-1994, Head of the Administration and Finance Department at the Palestinian Economic Council for Development and Reconstruction (PECDAR) between 1994-1995, Chairman of PECDAR in 1996, and Secretary General of the Palestinian Elections Commission in 1997. 1996, lecturer in the Contemporary Arab Studies Program (MA) at Birzeit University, Governor of the Islamic Development Bank for Palestine in 2006, Minister of Public Works and Housing between (2005-2006), and between (2008-2009), Prime Minister in the eighteenth government since 2019, and Minister of Interior in it between (2019-2022).  

Shtayyeh belonged to the Fatah movement, participated in implementing its student and national activities, participated in the Palestinian delegation to the Madrid Peace Conference, and in the Washington negotiations. He became a member of the steering committee of the technical committees of the Palestine Liberation Organization in Jerusalem, and a member of the steering committee supervising the Palestinian-Israeli negotiations on the issues of the final solution. He was elected a member of the Fatah Central Committee at the movement’s sixth conference (Bethlehem) in 2009 and its seventh conference (Ramallah) in 2016, where he served as the movement’s financial and economic commissioner, and obtained membership in the Palestinian National and Central Councils in 2014.

Shtayyeh founded the Palestinian Center for Regional Studies (based in Al-Bireh) in 1997, and the National Institute of Administration. He was a member of the Advisory Board for Information Technology, and a member of the Ministerial Committee responsible for preparing the development plan for Palestine between 1999-2000. He is a founding member of the Palestinian Housing Council, Chairman of the Palestinian Economists Association, Chairman of the National Committee for Voluntary Work, a member of the Interim Committee for Coordinating Aid to the Palestinian People and the Advisory Group of Donor Countries, Chairman of the Board of Trustees of the Arab American University in Jenin, Vice Chairman of the Board of Trustees of Al-Quds University, a member of the Boards of Trustees of An-Najah and Istiqlal Universities, and Chairman of the Board of Directors of the PLO Research Center since 2016.

Shtayyeh participated in a number of local, regional and international conferences and meetings of a political, economic, social and academic nature. He presented working papers and studies, gave speeches and participated in discussions. Among the conferences and meetings in which he participated outside Palestine are: the Socialist Youth Conference in (Cuba, 1987), the United Nations Conference for the Protection of the Rights of the Palestinian People (Austria, 1988), the Conference on the Right to Self-Determination (Belgium, 1990), the Conference on the Future of Social Science Research in the Middle East (Cairo, 1993), the Middle East and North Africa Economic Conference (MENA) (1994, 1995, 1996), the annual meetings of the World Bank and the International Monetary Fund between (1997-2008), the annual conferences on Europe and the Middle East (Germany, 1997-2000), the Palestinian-Israeli Economic Protocol (Belgium, 1998), and the European Conference of Socialist Parties (Strasbourg, 1998). The Davos Economic Summit (Switzerland, 1999, 2000, 2001, 2002), the Middle East Peace Process Conference (Beersheba University, 1999), the Permanent Economic Situation between Palestine and Israel (World Bank, 1999), the United Nations Conference on the Opportunities for Palestinian Economic Development and the Peace Process (Cairo, 2000), the Conference on the Conflict and the Prospects for Peace in the Middle East (Britain, 2000), Ideas for Revitalizing the Barcelona Process (Barcelona, 2001), The Search for a Solution: The Dilemma of Regional Peace (Britain, 2002), the Monaco Conference (Monaco, 2002, 2003, 2004, 2006, 2008, 2009), the Annual Conference of the World Economic Forum (Jordan, 2004), the United Nations Conference on the Inalienable Rights of the Palestinian People (South Africa, 2004), and the Tokyo Conference on Confidence-Building Measures (Tokyo 2004), the United Nations Conference on Human Settlements (Kenya, 2005), the Conference on the Conflict in the Middle East (Turkey, 2008), the Conference on the Conflict in the Middle East (Geneva, 2009), and the International Conference in Support of the Palestinian Economy for the Reconstruction of Gaza (Sharm El-Sheikh, 2009).

Shtayyeh has written and edited a number of books and studies, including: The Future of Israeli Settlements (2000), A Vision for Palestine (2005), Housing Policy in Palestine (2006), Encyclopedia of Palestinian Terms and Concepts (2008), Economics for Non-Economists (2010), A Brief History of Palestine (2015), Israeli Settlements and the Erosion of the Two-State Solution (2015), The Palestinian Economy: The Siege of the Factors of Production (2018), and Palestine from a Development Perspective (2018). He has one short story collection, Crown of Thorns (2004).
