Saleem was born in Al-Birwa, near Akka in 1934; finished his primary education in Ar-Ramah School; secondary education in Kafr Yasif, joined the University of Haifa, studied Special Education at the Hebrew University of Jerusalem; graduated in 1962.
In 1962, he moved with his family to Haifa where he worked as a teacher.
