Rafiq was born in Barbara 1946, migrated with his family to Gaza Strip (1948) where he received his secondary education; obtained a Licentiate in Arabic language from Ein Shams University, Cairo 1974. He writes articles; published his work in local magazines and newspapers; Arabic language teacher at the UNRWA in Gaza Strip .
