Born in Jaffa; 1885, completed his primary education in Al-Sheikh Ahmad Al-Sa'ati school in Jaffa; high school in Al-Freir French school in Jaffa; Jabr moved to Istanbul then Geneva and studied in University of Geneva; graduating from it with a BA in Social and Economic Sciences; Jabr established al-Tarqi newspaper, which was the first newspaper in Palestine after the World War I (1914).
