Karim Hanna Khalaf was born in the city of Ramallah in 1937, and completed his secondary education in the schools of the city of Ramallah, and also obtained a BA in Law. He headed the Ramallah municipal council in 1972 after winning the elections. He was a prominent member of the Palestinian National Front and a prominent leader in the National Steering Committee, which was overseeing, under the direction of the Liberation Organization, the national struggle against the occupation. He was a member of many boards of directors of more than one Palestinian university, institution, and association at various cultural, agricultural and educational levels. He also contributed to the establishment of many national institutions on the homeland.
In 1976 he led the municipal elections, and the National Bloc succeeded in assuming the tasks of the municipalities. He was prosecuted by the occupation authorities for a long time, where he was placed under house arrest for many years, and for a long period of time he was banned from traveling outside the country. In 1982, the authorities dismissed him from the mayor's office, exiled him to Jericho, and placed him under house arrest. Since his removal from mayor, he has not hesitated to work for his city and country until he was martyred on the day he loved, Earth Day in 1985.
