Kamalin Kamel Shaat was born in Gaza City on May 25, 1951. He is married and has four children. He studied primary school at Al-Karmel and Al-Yarmouk schools in Gaza, secondary school at Palestine Secondary School in Gaza, and obtained his high school diploma from Al-Daiya Secondary School in Kuwait in 1969. He earned a bachelor's degree in civil engineering from Cairo University in 1974, a master's degree in building construction management from Colorado State University in the United States in 1984, a doctorate in construction management (A stochastic decision support system for construction) from the University of Leeds in Britain in 1994, and a master's degree in management development from the European-Arab School of Management in Spain in 1998.
Sha’at worked as an engineer at Khatib & Alami Company in the Gaza Strip between (1974-1982), and as a lecturer at An-Najah University in Nablus between (1984-1995). He held several positions at the Islamic University in Gaza, including Vice Dean of the Faculty of Engineering between (1995-1997), Vice President of the University for Planning and Development between (1997-1999), Vice President of the University for Academic Affairs between (1999-2005), President of the University between (2005-2015), and lecturer at the University between (2015-2016). He is also a member of several institutions and unions, including: the Engineers Syndicate, the Gaza Community Mental Health Programme, the Cooperation Foundation, and the Hope Foundation for Education (Turkey), which he has headed since 2016.
Shaath believes that the Oslo Accords were a slip in the Palestinian cause and that the Palestinians should not have tried them. He believes that the relationship between many of the factions is reasonable and acceptable, and he disapproves of some factions establishing a quasi-normal relationship with the occupation in contrast to the severing of ties with other factions. Shaath views resistance in all its forms as a means of resisting the occupation on all levels and as necessary on the scene. He calls for the PLO to be an organization for all Palestinians, and he calls for its reform. He believes that there must be an end to the occupation, but that will only happen through a difficult labor fraught with many sacrifices.
