Issam Sharif Ali Shahrour ( April 22, 1956 – ) is a Palestinian- French scientist in civil engineering , geotechnical engineering , smart city engineering , and sustainable cities .  He was born and raised in the Palestinian city of Tulkarm .  He is a global expert in the engineering of smart urban structures and infrastructure. He has held French citizenship since 1988. He is an honorary professor of civil and urban engineering at the University of Lille for Science and Technology in France .  He has received a number of scientific awards and honors, and has several scientific publications. 

His upbringing and education

Issam Sharif Ali Shahrour was born in the eastern neighborhood of the Palestinian city of Tulkarm on April 22 , 1956.  He received his education in the schools of his city, Tulkarm , where he studied elementary school at the city’s Ajnadin School and middle school at the city’s Al-Omariya School. He is the brother of the military leader in the Palestine Liberation Organization forces , “Bassam Sharif Shahrour.” 

His father, Sharif Shahrour, was an activist in the Fatah movement . In 1967, the Israeli authorities blew up and demolished their home in Tulkarm , the home in which Issam grew up. In 1967 , the Israeli authorities arrested his father and threw him into their prisons for three consecutive years until they deported him on June 8, 1970 to the Wadi Araba desert in Jordan . 

When his father was deported to Jordan , Issam was about fifteen years old. In 1970 , Issam moved to the capital, Amman , with his family, and continued his secondary education there. He obtained a high school diploma with distinction in the science branch, and was awarded an international scholarship to study at the University of Lille in France . 

Issam arrived in France on December 31, 1975 , and in June 1980 obtained a Bachelor's degree in Mechanical Sciences from the University of Lille Science and Technology in France , and in June 1982 he obtained both a Master's degree in Applied Mechanics from the University of Paris 6 and a Master's degree in Civil Engineering from the French National School of Bridges and Roads . 

In December 1984, Issam obtained a PhD in Civil Engineering from the French National School of Bridges and Roads , and in September 1988 he obtained his Habilitation from the University of Lille for Science and Technology . 

His professional life

Since 1984, he has been a professor of civil engineering at the University of Lille for Science and Technology in France , and a research engineer at the French Petroleum Institute from January 1989 to September 1989. He also worked as a university professor at the Central Institute in Lille from 1989 to 1997. Since January 2010 , he has been the director of the international master's degree in "Urban Engineering and Habitat", and the director of the master's degree in "Smart Technology for Sustainable Cities". He has also worked as a visiting professor at several international universities. 

He served as Vice-President of the French University of Lille for Science and Technology from 2007 to 2012 , and from 2007 to 2012 as President of the Lille Metropole Technopole innovation agency for regional economic development. 

From 2010 to 2019 , he served as Director of the Regional Research Laboratory for Civil and Geoenvironmental Engineering (LGCgE) in France (Laboratoire Génie Civil et géo-Environnement), and also chaired the Regional Innovation Center for Contactless Technology during the period 2011-2013 . 

Since September 2010, he has been responsible for the “SunRise” project for smart and sustainable cities in partnership with the local French government, and he also worked on the European Union project “SmartWater4Europe”. His scientific activities have been transferred internationally to many countries and regions around the world, such as China , the United States of America , North Africa , the Middle East , and others.  He has also supervised more than 100 doctoral theses in his areas of specialization. 

He is a member of a group of scientific associations and centers around the world, including the French Water Academy,  the Water and Environment Institute at Al-Azhar University in Gaza ,  the Arab Scientific Society Organization (ARSCO) ,  the Tunisian Academy of Sciences, Letters and Arts ,  and many others.

His writings

He has several scientific publications in French and English,  and among his scientific books in the field of civil, urban and sustainable engineering:

"The City in Debate", in French, 2003 , ( ISBN 9782747544443 ). 
“Reconnaissance of terrains in situ”, in French, 2005 , ( ISBN 9782746211353 ). 
He is also a member of the editorial board of the Arab Journal of Scientific Research, issued by the Arab Scientific Community Organization (ARSCO) . 

His first return to Palestine

In December 2011, Issam Shahrour visited Tulkarm and the West Bank for the first time in 35 years, in order to establish scientific relations between scientific institutions in Palestine and France .

Issam Shahrour is married and has two children.

He received several scientific awards and honors, the most prominent of which was the French Researcher of the Year Award and the Best Scientific Researcher in France for the year 2007 ,  and he was also awarded the membership award of the Tunisian Academy of Sciences, Letters and Arts .
