Khaled Abu Arafa (1961 in Jerusalem - ) is a Palestinian mechanical engineer and politician. He served as Minister of the Ministry of Jerusalem Affairs in Ismail Haniyeh's first government. He is a member of Hamas.

 

Childhood and educational attainment

Khaled Ibrahim Abu Arafa was born in 1961 in the city of Jerusalem in the Silwan neighborhood. He received his basic education at Abdul Qader Al-Hussein Bras Al-Amoud School, his preparatory and secondary education from the Kuwait Arab Institute School in Abu Dis, and he obtained his high school in 1978. He completed his university studies in Iraq and obtained his bachelor’s degree in 1983 in mechanical engineering from the University of Technology in Baghdad. He received his MA in Israeli Studies from Al-Quds University in 2015.

 

Practical and political life

He worked as an engineer in Ramallah, and between 1987 and 1993 he worked as a technical manager in a food products company, and worked in the field of trade in a store he owned in Jerusalem. He is a member of the Engineers Syndicate.

 

Abu Arafa was arrested in October 1987 for his activities with the Muslim Brotherhood, and he was arrested in 1989 and 1994.

 

In March 2006, he was appointed Minister of the Ministry of Jerusalem Affairs within Ismail Haniyeh's first government. But the Israeli occupation forces arrested him in June 2006. They released him in September 2008.

 

The Israeli Ministry of Interior decided to withdraw his Jerusalem ID in May 2006, and on June 1, 2010, a decision was issued to deport him from Jerusalem. He participated with a number of exiled Legislative Council deputies in a sit-in that lasted for 19 months at the headquarters of the Red Cross in Jerusalem, which ended with his arrest in January 2012, and later he was released in January 2014 on the condition of deportation, where he was transferred to Jenin and then to Ramallah, where he currently resides. While in prison, his health deteriorated.

 

He was arrested on November 11, 2020, after being summoned for interrogation in the Ofer camp, west of Ramallah and Al-Bireh governorate. On November 17, the Israeli court extended his detention for an additional 72 hours, to sentence him administratively. On November 19, it issued his detention for an administrative period of four months. On March 4, 2021, his administrative detention was renewed for an additional 4 months.
