Zuhdi Mahmoud Said Amer (born August 21, 1943 in Kafr Qaleel – died February 28, 2001 in Gaza) was a Palestinian politician, advisor to Yasser Arafat, and a representative of the Palestine Liberation Organization in the Palestinian-Jordanian Joint Committee. He held the position of Governor of North Gaza Governorate between 1996 and 2001, and was a member of the Board of Trustees of Al-Azhar University in Gaza.

Zuhdi Mahmoud Saeed Amer was born in the village of Kafr Qaleel in the Nablus District, during the British Mandate period over Palestine. He received his primary and secondary education in the schools of the city of Nablus, then his family moved to Rafah. He completed secondary school from Palestine Secondary School in Gaza City in 1961.

He joined Cairo University and obtained a bachelor's degree in economics in 1964, then in 1970 he obtained a bachelor's degree in mechanical engineering, a master's degree in economics in 1975, as well as a doctorate in economics from the same university.

Zuhdi Amer worked in the Palestinian educational mission to the People's Democratic Republic of Yemen in 1972 in the Hadramawt region, and later worked as an engineer in the Ministry of Industry in Aden. In 1978, he devoted himself to working in the Fatah movement, where he worked as head of the economic department of the Sons of Martyrs Foundation, as well as responsible for the economic department in the occupied territory office.

After the Israeli invasion of Lebanon in 1982, and the signing of the joint agreement between the Palestine Liberation Organization and Jordan, he resided in the city of Amman and was a representative of the Palestine Liberation Organization in the Palestinian-Jordanian Committee. In 1985, he was appointed Director General of the Occupied Homeland Affairs Department in the Palestine Liberation Organization, and an advisor to PLO Chairman Yasser Arafat for the affairs of the occupied territories. During the joint negotiations with Israel, in which Egypt and Jordan participated, he headed the IDP Affairs Unit.

He was the first to hold the position of Governor of North Gaza Governorate, where he was appointed on September 15, 1996, and continued in the position until his death.
