Atef Adwan (1952 in Beit Hanoun - ) Palestinian politician. He served as Minister of State for Refugee Affairs in Ismail Haniyeh's first government.

Atef Ibrahim Ahmed Adwan was born in the city of Beit Hanoun in the northern Gaza Strip in 1952. He obtained a bachelor’s degree in political science from Cairo University in 1978, and a higher diploma in political science from the Institute of Arab Research and Studies, and he also obtained master’s and doctorate degrees from British universities between in 1983 and 1987. In 1996 he received the degree of Associate Professor.

In 1971, Adaun was arrested for being an officer in the People's Liberation Forces.
In 1981, Adwan joined the Islamic University of Gaza to teach political science, and progressed there until he became dean in 1987 for student affairs, in 1995 at the Faculty of Commerce, and in 2001 for scientific research.
In 1992, the Israeli occupation authorities deported him to Marj al-Zohour, for his association with Hamas and for being a political and economic advisor to Sheikh Ahmed Yassin.
In 1996, he became a member of the Palestinian National Council.
In March 2006, he served as Minister of State for Refugee Affairs in Ismail Haniyeh's first government.
In March 2008, he chaired the Economic Committee of the Palestinian Legislative Council held in Gaza City, and is still in the position.
