Anis Mustafa al-Qasim (Abu Osama; 1925–2021) was a Palestinian politician, considered one of the founders of the Palestine Liberation Organization. He served as Chairman of the Charter and Regulations Committee and Chairman of the Legal Committee of the Palestinian National Council, and chaired the drafting committee of the Palestinian National Charter at the founding conference of the Palestine Liberation Organization in 1964. He was also president of the Palestinian Community Association in Britain.

Born in Haris, he was educated at Al-Bakria School, Al-Rashidiyah and the Arab College in Jerusalem. He studied law at the University of London and obtained a bachelor's degree in 1948, and a master's degree in 1950. He received his doctorate after studying fuel and natural gas law in the United States. He also received a PhD in Law from the University of London in 1969.

He worked as an advisor to the Libyan Ministry of Justice between 1952 and 1960.

He participated in the Palestinian negotiating delegation in Madrid in 1991, and was a member of the Board of Trustees of Birzeit University.

Anis Mustafa al-Qasim died in Spain on January 7, 2021 at the age of 95, and was mourned by the President of the Palestinian National Council, Salim al-Za`noun.
