Hatem Rabah Rashid Qafisha (born in 1963) is a current member of the Palestinian Legislative Council representing Hebron. He belongs to Hamas.

Qafisha was one of more than 400 Hamas activists who were deported from Israel to southern Lebanon in December 1992 because of his membership in the organization. When he returned to the West Bank in 1993, he recorded his time in exile in a series of articles in the Al-Quds newspaper. He had intended to publish a diary, but his writings were confiscated by the Israeli prison guards.


He campaigned for a seat in the Palestinian Legislative Council from his prison cell and was elected in January 2006. On November 6, 2007, the Israeli occupation army arrested Qafisha from his home in Hebron as part of a series of arrests of Hamas members after the capture of Israeli soldier Gilad Shalit by gunmen Palestinians. He was placed under administrative detention in Ketsiot Prison in the Negev desert until his release on 1 November 2009. Kafisha reportedly completed his Ph.D. through correspondence courses. As a member of the Palestinian Legislative Council, he works to encourage sporting activities in the West Bank, which includes plans to renovate Hussein Stadium in Hebron. These plans have been put on hold since his imprisonment.
