Ismail Abdel-Latif Muhammad Al-Ashqar was born in 1962 in Jabalia refugee camp, a member of the Palestinian Legislative Council, and one of the leaders of the Hamas movement. He was imprisoned for five years in the prisons of the Zionist occupation from 1989 to 1994 AD. He was arrested in the Palestinian intelligence prisons affiliated with the Fatah movement in 1996 AD. On July 15, 2014, the Israeli occupation destroyed his five-storey house in northern Gaza with an F-16 missile.

He holds a Bachelor’s degree in Geological Engineering from Istanbul University, Turkey, in 1987 AD

Ismail Al-Ashqar was elected as a representative of the North Gaza Governorate in 2006, obtaining 32,230 votes; He is a member of the current Legislative Council for the Change and Reform Bloc, and he also held the position of Vice President of the Change and Reform bloc in the Legislative Council for four consecutive terms. He is the head of the Interior, Security and Local Governance Committee, and a member of the Political Committee in the Legislative Council. He also established the Arab Center for Research and Studies and currently chairs it, as well as the Board of Trustees of the Palestine Academy for Security Sciences. He is responsible for the security file in the Cairo Dialogues "Palestinian Reconciliation".
