Sami Ahmad Aref Hijjawi ( born August 11, 1959 in Nablus ) is a Palestinian civil engineer who served as mayor of Nablus between 2022 and 2024. Since March 2024, he has served as Minister of Local Government in the government of Mohammad Mustafa .
His life
Sami Hijjawi was born in Nablus in 1959 during the period of Jordanian administration of the West Bank .
Hajjawi holds a PhD in Civil Engineering, specializing in Soil and Foundations, which he obtained in 1987 from universities in the Soviet Union. He is registered with the Engineers Association – Jerusalem Center .
He worked as an engineer in Palestine, Jordan, and Yemen in several fields. He founded Hijjawi Construction Laboratories in the West Bank .
He worked as a part-time lecturer at An-Najah National University and Birzeit University . He is a member of the American Concrete Society, andAmerican Society of Civil Engineers .
He ran in the 2021 Palestinian local elections , heading the Nablus Chooses list. He assumed the mayorship of Nablus as a result of the elections from April 9, 2022 until March 2024.
On 15 January 2023, he was chosen as a member of the Board of Trustees of Palestine Technical University "Khadouri" in Tulkarm by a decision issued by Palestinian President Mahmoud Abbas , and continued until the reconstitution of the Board on 13 May 2025.
On March 28, 2024, President Mahmoud Abbas approved the cabinet of the nineteenth Palestinian government, headed by Mohammad Mustafa, and granted it a vote of confidence. On March 31, 2024, Hajjawi was sworn in as Minister of Local Government at the Palestinian Presidential Headquarters in Al-Bireh .
