Born in Nablus, he studied in its schools and earned a law degree with honors from Istanbul University. He joined the military service in Damascus in 1915. In the Arab government in Damascus, he served as head of the Criminal Court and professor of criminal law at the Damascus Faculty of Law. He later became Minister of Justice in the government of the Emirate of Transjordan for several terms. In 1933, he combined the positions of Prime Minister, Minister of Justice, and Chief Justice. He ceased practicing law in Amman during his retirement from government and maintained a presence among judges and lawyers. He formed his fourth cabinet in Amman on April 24, 1957, assuming the Ministry of Justice. Following the establishment of the Hashemite Union, signed between Amman and Baghdad on February 14, 1958, he became a member of the Arab Union Council. The Arab Union government was formed under the leadership of Nuri al-Said, with Ibrahim Hashim as Deputy Prime Minister, Suleiman Abdul Razzaq Touqan as Minister of Defense, and Khulusi al-Khairi as Minister of State for Foreign Affairs. The three ministers headed to Baghdad, accompanied by military and civilian technicians, to implement the terms of the Arab Union. On the morning of July 14, 1958, while they were preparing to head to Baghdad Airport, a military coup overthrew hundreds of officials, including Ibrahim Hashem and Suleiman Toukan.
Yaqub Al-Awdat described him in his book (From the Figures of Thought and Literature in Palestine) as “a statesman of the just type, known for his integrity and good reputation in the sensitive positions he held during the Ottoman, Faisal and Jordanian eras. He was an honorable man, a tactful politician, a learned jurist, a brilliant lawyer and as a legal expert, he was famous for his awareness and broad knowledge. He left several works on law that are considered references for professors and students of law colleges.”
