   He was born in the city of Nablus and was one of the soap makers. His family roots go back to the village of Kafr Qaddum, hence he was known as al-Qaddumi. He was a member of the first municipal council in Nablus formed by Sheikh Muhammad Tuffaha in 1868. He was a member of the Chamber of Deputies, which was a representative council in the Ottoman state, and its members were considered to be of high standing.
