Mohammed Ibrahim Mohammed Ishtayeh was born in the town of Tell in the Nablus Governorate on January 17, 1958. He is married and has one son and two daughters. He studied the primary stage at Tel School, and the secondary stage in the schools of Nablus city, and obtained the general secondary certificate in 1977.
He obtained a bachelor’s degree in economics and public administration from Birzeit University in 1981, a diploma in development studies from the University of Sussex in Brighton, Britain in 1985, and a doctorate from the same university in 1989. He worked as an editor at Al-Shaab newspaper between (1980-1981), a research assistant at the Birzeit University Research Center between (1981-1983), an assistant professor in the Department of Economics at Birzeit University between (1990-1992), Dean of Student Affairs at Birzeit University between (1992-1994), Head of the Administration and Finance Department at the Palestinian Economic Council for Development and Reconstruction (PECDAR) between (1994-1995), Head of PECDAR in 1996, and Secretary-General of the Palestinian Elections Committee in 1996. He was a lecturer in the Contemporary Arab Studies program (Master's) at Birzeit University, Governor of the Islamic Development Bank for Palestine in 2006, Minister of Public Works and Housing between (2005-2006) and between (2008-2009), Prime Minister in the eighteenth government since 2019, and Minister of the Interior in it between (2019-2022).
Shtayyeh joined the Fatah movement, participated in its student and national activities, and was part of the Palestinian delegation to the Madrid Peace Conference and the Washington negotiations. He became a member of the Steering Committee of the PLO's technical committees in Jerusalem, and a member of the Steering Committee overseeing the Palestinian-Israeli negotiations on final status issues. He was elected as a member of the Fatah Central Committee at the movement's sixth conference (Bethlehem) in 2009 and seventh conference (Ramallah) in 2016, where he served as the movement's financial and economic commissioner. He also became a member of the Palestinian National and Central Councils in 2014.
Shtayyeh founded the Palestinian Center for Regional Studies (based in Al-Bireh) in 1997, and the National Institute of Administration. He was a member of the Information Technology Advisory Council, and a member of the Ministerial Committee responsible for preparing the development plan for Palestine between (1999-2000). He is a founding member of the Palestinian Housing Council, head of the Palestinian Economists Association, head of the National Committee for Voluntary Work, a member of the Interim Committee for Coordinating Aid to the Palestinian People and the Advisory Group of Donor Countries, head of the Board of Trustees of the Arab American University in Jenin, vice chairman of the Board of Trustees of Al-Quds University, a member of the Boards of Trustees of An-Najah and Al-Istiqlal Universities, and chairman of the Board of Directors of the Palestine Liberation Organization Research Center since 2016.
Shtayyeh participated in numerous local, regional, and international conferences and meetings of a political, economic, social, and academic nature. He presented papers and studies, delivered speeches, and participated in discussions. Among the conferences and meetings he attended outside Palestine were: the Socialist Youth Conference in Cuba (1987), the United Nations Conference on the Protection of the Rights of the Palestinian People (Austria, 1988), a conference on the right to self-determination (Belgium, 1990), the Conference on the Future of Social Science Research in the Middle East (Cairo, 1993), the Middle East and North Africa (MENA) Economic Conference (1994, 1995, 1996), the World Bank and International Monetary Fund Annual Meetings (1997-2008), the annual conferences on Europe and the Middle East (Germany, 1997-2000), the Palestinian-Israeli Economic Protocol (Belgium, 1998), the European Conference of Socialist Parties (Strasbourg, 1998), and the Economic Summit.

Shtayyeh has written and edited a number of books and studies, including: The Future of Israeli Settlements (2000), A Vision for Palestine (2005), Housing Policy in Palestine (2006), Encyclopedia of Palestinian Terms and Concepts (2008), Economics for Non-Economics (2010), A Brief History of Palestine (2015), Israeli Settlements and the Erosion of the Two-State Solution (2015), The Palestinian Economy: The Siege of the Factors of Production (2018), and Palestine from a Developmental Perspective (2018). He also has one collection of short stories entitled A Crown of Thorns (2004).
