Ahmed Sakher Khulusi Bseiso, known as “Sakher Bseiso,” was born in the occupied city of Beersheba in 1944. He studied primary and secondary education in schools in the Gaza Strip and obtained a bachelor’s degree in engineering from Egyptian universities. He served as the Palestinian ambassador to Yugoslavia between 1982 and 1985, and as the head of Palestinian embassies in socialist countries. He then served as governor of Khan Yunis Governorate in the Gaza Strip between 1996 and 2001, and as governor of North Gaza Governorate in the Gaza Strip between 2001 and 2005. Finally, he served as Minister of Youth and Sports between 2005 and 2006.
Bseiso joined the Fatah movement in 1964, participated in its national activities, and became one of its cadres on the Egyptian scene. He was a student activist within the General Union of Palestinian Students, where he headed the union’s branch in Assiut in 1965 and in Alexandria in 1968. He was a member of the union’s executive body in 1969 and the head of the union’s executive body between 1974 and 1981. He participated in a number of student and youth conferences and seminars in the Arab world and abroad, and he had a role in establishing the General Union of Arab Students and Youth.
He was chosen as a member of the Revolutionary Council of the Fatah movement in 1974, and became Deputy Secretary of the Revolutionary Council, Deputy Treasurer, and a member of the Palestinian National Council since 1969, and an assistant to the head of the Political Department of the Palestine Liberation Organization. He was a member of the Gaza Committee (an internal Fatah committee responsible for organizational activity within the Gaza Strip) during the First Palestinian Intifada. He was appointed as a member of the Board of Trustees of Al-Azhar University in 1999, and a member of the Central Council of the Palestine Liberation Organization between (2009-2015). He was appointed as Commissioner-General for Mobilization and Organization in the Fatah movement in the Gaza Strip in 2016, succeeding Zakaria Al-Agha (Bseiso was in the same position in 2010). He was responsible for the Commission of Movement Offices, and a member of the Dialogue Committee with Hamas. He participated in a number of meetings between Hamas and Fatah within the framework of the reconciliation dialogue.
 Bseiso makes statements regarding developments in the Palestinian issue, particularly concerning the internal situation in the Fatah movement. He was a member of the investigation committee formed by Fatah for its former leader, Mohammed Dahlan, and he also discusses the situation in the Gaza Strip in general, and issues related to the relationship with Hamas.
He published a book entitled The Palestine Liberation Organization Between the Stages of Struggle and the Paths of Settlement (2009).
