Yaghmour was active in the struggle early on, as he participated in the Great Palestinian Revolt in 1936 AD, and became an advisor to the leader Abdul Halim al-Julani in the revolution in 1937.  He became involved in trade union work and joined the Arab Socialist Ba'ath Party .

Yaghmour made contributions to legal writing, and he published several studies in this field. He participated in developing the code of professional ethics and rules of conduct for the Jordanian Bar Association in 1978.
