Hikmat Hashim Lutfi Zaid al-Kilani (Abu Zaid; born August 9, 1945 in Silat al-Harithiya ) is a Palestinian politician ,  who was the Palestinian Minister of Agriculture  between 1996 and 2002 in Yasser Arafat's third government ,  and Minister of Transport and Communications between 2003 and 2005 in Ahmed Qurei's second government . 

His positions

Zaid represented the PLO at the international level, serving as the State of Palestine's ambassador to Hungary from 1985 to 1994  and to Yemen from 1979 to 1985.

Between 1988 and 2009, he was a member of the Fatah Revolutionary Council .

He served as the first governor of Jenin Governorate in 1995  and represented it as a member of the first Palestinian Legislative Council from 1996 to 2006. 

He also served as Senior Advisor to Mahmoud Abbas for Governorate Affairs from 2006 to 2013. 

Zaid is currently a member of the Fatah Advisory Council.
