Jamal Naji Shehadeh Al-Khudari (1955), a Palestinian politician born in Gaza . He was a member of the Palestinian Legislative Council in 2006, who won the 2006 Palestinian legislative elections held in January 2006 , as an independent representative of the Gaza district . He holds a Bachelor's degree in Electrical Engineering from the Arab Republic of Egypt .
His life
Al-Khudari is considered one of the pioneers of union and institutional work in Palestine. He has been a member of the General Assembly of the Engineers Syndicate for twenty-one years, a member of the Board of Directors of the Engineers Syndicate from 1990 to 1997 AD, and the elected Vice President of the Engineers Syndicate for a period of three years (previous sessions).
In addition to his academic personality, Al-Khudari is known as a successful businessman, working in the industrial and commercial fields. He also worked in the Communications Department for ten years, where he held several positions. He is a former member of the Board of Directors of the Palestine Trade Center ( PalTrade ) for two years. Al-Khudari has strong and distinguished relations with many diplomatic and official figures (Palestinian, Islamic and Arab) at the domestic and international levels.
Al-Khudari participated in drafting the internal regulations and bylaws of the relevant institutions, supervised many elections of unions and national institutions, and sponsored the urban development process, development projects, and scientific conferences at the Islamic University and the University College of Applied Sciences.
Chairman of the Board of Trustees of the Islamic University
Al-Khudari has been the Chairman of the Board of Trustees of the Islamic University (Gaza) for fourteen years, and has also been the Chairman of the Board of Trustees of the Community College of Professional and Applied Sciences since its establishment.
Al-Khudari’s personality is associated with the success he has always achieved in all his experiences, especially during his leadership of the Board of Trustees of the Islamic University, with which his name was associated for fourteen years, during which the university made a qualitative leap in all fields. This successful experience in sponsoring a large academic institution, such as the Islamic University, is considered a successful example and a model to be emulated in serving the Palestinian community, as he was able to advance the Islamic University through integrated efforts between the various university administrations and then activating the university’s systems and regulations. He was also able to present the university as a successful model that gained the trust of his Palestinian people, the Arab and Islamic peoples, and even many institutions of the international community, which provided support for this university, which has become at the forefront of Arab universities. Al-Khudari is proceeding with rapid steps and with the same conditions and sound foundation on which the university was built, to transfer the experience from the university’s experience to the experience of the Ministry of Communications and Information Technology.
Nurturing creativity and creative people
Al-Khudairi contributed to sponsoring dozens of important creative activities for creative people, as well as distinguished students. He ran in the legislative elections with an electoral program that he had previously presented as a practical reality that the public had touched upon. Through his presence in the Legislative Council, he sought to enact laws that guarantee a free and dignified life for all Palestinians, guarantee equal opportunities, and guarantee a free and dignified life for the families of martyrs and detainees, in addition to a dignified life for those who are unable to work from the weak groups. He is one of the most ardent advocates for the Legislative Council to have a supervisory role over the performance of the executive authority in a way that serves the interests of the Palestinian people, and then accountability and control of financial matters accurately.
Minister of Communications and Information Technology
Al-Khudari has been the Minister of Communications and Information Technology since the formation of the tenth Palestinian government in March 2006. Since assuming the Ministry of Communications and Information Technology portfolio, he has achieved a number of accomplishments, most notably opening the Palestinian telecommunications market and all basic and additional services to free, fair and honest competition, thus enhancing the free market economy and injecting new blood and promising investments into this sector. This includes the National International Telecommunications Company winning the bid for the second mobile phone network operator in Palestine last September after submitting an offer to establish the second network for an advance payment of $355 million. Al-Khudari also continues to work on the e-government project and reviewing the use of some systems and evaluating them in e-government.
Al-Khudairi issued a set of directives and decisions to establish and develop work rules such as forming technical committees, holding internal meetings, and inspection and field tours of post offices. He also sought the help of distinguished competencies to support the government cadre in the ministry, and seeks to complete studies on the conditions for approving and licensing all services related to the telecommunications market, licensing requirements, the interconnection guide, the competition guide, and the quality of service. He also worked on completing the drafting of the Telecommunications Regulatory Authority Law and submitting it to the Council of Ministers for approval, while working on completing the executive regulations and procedures for this law.
Chairman of the Popular Committee to Confront the Siege
He headed the Popular Committee for Resisting the Siege Imposed on the Gaza Strip with the aim of confronting the siege and the massive destruction that affected all aspects of life in the Gaza Strip due to the stifling siege imposed by the Israeli authorities on the Strip in mid-June 2007.
His international relations
Al-Khudari attended a number of external conferences and meetings during his visit to several Arab countries to inform the Arabs of the current developments and to bring financial and political support to the Palestinian people. He developed Palestine’s external relations in the fields of communications and information technology through conferences and meetings in several Arab countries, including:

The 29th session of the Arabsat General Assembly was held in the Sultanate of Oman on 24-26/5/2006.
Meeting of the Council of Arab Telecommunications Ministers in Cairo on 6/29/2006.
The numerous visits he made to Arab countries in order to communicate and inform Arab ministers of the situation facing the Palestinian issue. These countries include Egypt, the United Arab Emirates , the State of Qatar , the Sultanate of Oman, in addition to Tunisia and the Kingdom of Saudi Arabia .
