Abdel Hafez Nofal (July 17, 1951) is a Palestinian politician and diplomat . 
Growing up and educational attainment [ edit ]
Abdel Hafeez Nofal was born on July 17, 1951 in the village of Ras Karkar in the Ramallah and Al-Bireh Governorate . He holds a Bachelor's degree in Arts and a Master's degree in International Relations from Taras Shevchenko National University in Kiev .
Political work [ edit ]
Nofal supervised the economic activities of the Palestine Liberation Organization in Africa between 1981 and 1986, when he headed the Palestinian Martyrs Business Association “ Samid Foundation .” He then served as Director of the Department of International Relations until 1994. After the Oslo Accords , he returned to the Palestinian territories , and worked as Assistant Minister of National Economy until 2008, when he became Deputy Minister. 
In 2012, Nofal became Ambassador of the State of Palestine to South Africa and Non-Resident Ambassador to the Republic of Namibia. Then, in early 2015, Palestinian President Mahmoud Abbas appointed him to become the Palestinian ambassador to Russia .
