Youssef Abu Safiya (born December
8, 1949 in Jabalia refugee camp - died December 24, 2020 in Ramallah) was a
Palestinian politician and member of the Fatah movement. He was Minister of
Environment and head of the Environmental Quality Authority. He published a
number of books on water and environmental issues in Palestine.

Youssef Atallah Ibrahim Abu Safiya
was born in Jabalia refugee camp on December 8, 1949. He obtained a bachelor's
degree in public health from the American University of Beirut in 1972, and a
master's degree in parasitology in 1977 from the same university. He completed
his education at the University of Texas in the United States, from where he
obtained a Ph. environment in Palestine.
Abu Safiya was elected a member of
the Palestinian Legislative Council after the Palestinian general elections in
1996, when he obtained 12,342 votes in the North Gaza governorate district,
representing the Fatah movement. He was appointed on August 9, 1998, as
Minister of State for Environmental Affairs in the third Palestinian government
headed by Yasser Arafat, and continued until June 13, 2002. During that period,
he was appointed on October 26, 1999 as a member of the Board of Trustees of
Al-Azhar University in Gaza.
Later, on May 16, 2012, he was
appointed Minister of Environmental Affairs in the fourteenth Palestinian
government headed by Salam Fayyad, and he continued until June 6, 2013. On
August 7, 2013, he was appointed as an advisor to the President of the State of
Palestine for environmental affairs, with the rank of minister. He continued in
the position until his retirement on December 26, 2013.

Abu Safiya died on December 24,
2020 AD, corresponding to Jumada al-Awwal 9, 1442 AH, in the Istishari Arab
Hospital in the city of Ramallah. This is due to complications from his
infection with the Corona virus disease 2019.
