Omar Amin Suleiman Khamis Suleiman Al-Wa'ari (1903 - 1972) was a Palestinian politician and mayor of Jerusalem.
His birth and upbringing
Lawyer Haji Omar Amin Suleiman Khamis Suleiman Al-Waari (Abu Al-Amin) was born in 1903 AD in the city of Al-Quds Al-Sharif in Palestine and completed his studies there. He obtained a law diploma from the Palestinian Institute of Law.

Working life during the British Mandate period

• He joined the police force in Palestine on July 1, 1920 for a period of 15 years, during which he held several positions, including deputy public prosecutor in the city of Nablus for three years, and a teacher of law at the Palestinian Police School. He became an officer with the rank of captain in his last years in the police force.
• On June 24, 1935 he was appointed Central Government Advocate, then Deputy Crown Advocate.
• On July 10, 1947 he was appointed as a judge in the Central Court in Jerusalem.
• On April 24, 1948, he was appointed acting president of the Central Court in Jerusalem and deputy chief registrar of courts in Palestine.
• Following the demise of the British Mandate, he was elected president of the Association of Employees who were working in the Mandate government to defend their rights.
Practical life during the Jordanian era
Attorney Omar Al-Waari as a defense attorney in the case of the assassination of King Abdullah I of Jordan in 1951.
• On May 21, 1948, following the catastrophe of Palestine, and by order of the Jordanian Arab Army authorities, he formed the Military Court to hear cases related to security and public order.
• On June 16, 1948, he was appointed president of the Central Court in Jerusalem.
• On January 1, 1949, he was appointed as a judge in the Supreme Court of Appeal in Jerusalem and the West Bank of Jordan.
• On June 29, 1949, he began practicing law, and in the meantime, and on August 18, 1951, he took up defense with a group of prominent Jerusalem lawyers, Yahya Hamouda, Hanna Atallah, Jabra Al-Anqar, Issa Aqel, Nasri Nasr, Aziz Shehadeh, and Wafiq Younis Al-Husseini, in the case of The killing of His Majesty King Abdullah I bin Al-Hussein.

In 1957 he left for Libya, where he participated in the establishment of modern Libyan courts at the request of the Libyan government led by King Idris I at the time. His residence there lasted until 1959.
Makassed Islamic Charitable Hospital in Jerusalem
Before the Israeli occupation in 1967 of the city of Jerusalem and the West Bank, elections were held for the administrative body of the Makassed Islamic Charity Association in Jerusalem, and since there were two lists competing in the elections and the competition intensified, it was agreed - after the intervention of a number of Palestinian personalities - to choose neutral people from outside these two lists, where Sheikh Abdul Hamid Al-Sayeh, His Eminence Sheikh Saad Al-Din Al-Alami, lawyer Omar Al-Waari, lawyer Ibrahim Bakr, lawyer Hafez Tahboub, engineer Ibrahim Al-Daqqaq, and others, were chosen to be members of the next administrative body. Not a few months had passed since this appointment, but the June war had taken place.
After his return to Jerusalem in 1959, he continued working in the legal profession, and did not stop, in order to establish law in the Holy City. In addition, he was elected a member of the Jordanian Bar Association in the tenth council (May 15, 1959 - March 10, 1960) and the twelfth council (March 10, 1960 - March 15, 1962).
He married Mrs. Yousra Qasim Mustafa Al-Tarhi and he has five daughters and two sons:
1- Iqbal Al-Waari - born in November 1928 and died on January 11, 2021 in Al-Quds Al-Sharif.
2- Suad Al-Waari - born in 1932 and died on March 3, 2015 in Al-Quds Al-Sharif.
3- Laila Al-Waari - born in 1932 and died in January 1990 in Al-Quds Al-Sharif.
4- Haifa Al-Waari - born in 1933 and died on December 24, 2016 in Al-Quds Al-Sharif.
5- Kawthar Al-Waari - born in 1934 and died on August 24, 2018 in Al-Quds Al-Sharif.
6- “Muhammad Amin” Al-Waari - born on April 6, 1942.
7- Mamoun Al-Waari - born on February 21, 1944.
