Professor Mahmoud Mousa Abu Mweis holds a PhD in Oral and Dental Medicine and Surgery and has extensive experience in academic and clinical fields. He has held several positions, including Dean and Founder of the Faculty of Dentistry at the Arab American University (2000-2009), Dean of Graduate Studies at the Arab American University (2009-2011), and President of the Arab American University (2013-2015). He has also attended and/or participated in numerous conferences and courses, and supervised master's theses.

Dr. Mahmoud Musa Abu Muwais assumed his first ministerial position in 2019, as Minister of Higher Education and Scientific Research. In September 2023, he was appointed Minister of Education, thus holding two ministerial positions in the Palestinian government.
