He completed his master's degree in economics from the Berlin University of Economics in 1981, and his doctorate from the same university in 1983. He began teaching at An-Najah National University in 1985. He became head of the economics department at the university during the period between 1989-1990, and dean of the Faculty of Economics during the period between 1992-1996, and a member of the board of directors of the Palestinian Banking Corporation and the Palestinian Development Fund during the period between 1996-2006, and a member of the board of directors of the Arab Insurance Company during the period between 2001-2003, and a member of the Jenin Governorate Reconstruction Council following the occupation invasion of it in 2002, and a member of the board of directors of the Islamic Development Bank during the period between 2010-2017, and a member of the editorial board of the Economic Policies Journal issued by the Palestinian Economic Center for Development and Reconstruction (PECDAR) since 2009.
He assumed the presidency of the State Audit and Administrative Control Bureau in the Palestinian Authority, with the rank of minister, during the period between 2006 and 2010.
Abu al-Rub became involved in student and union activities, where he was elected president of the Union of Palestinian, Arab and Foreign Students at the Berlin University of Economics during the period between 1978 and 1980. He was president of the Workers' Union at An-Najah University during the period between 1990 and 1992, and president of the Union of Unions in Palestinian Universities during the same period. He was chosen as a member of the National Council since 1996. Abu al-Rub was arrested twice by the occupation and spent several months in its prisons.
Abu al-Rub published several research papers and studies in peer-reviewed scientific journals, including his study on the impact of the Israeli siege on the economic reality of Palestinian refugees during the Al-Aqsa Intifada, published in the An-Najah National University Journal in 2004. He also presented several research papers at scientific conferences on administrative, economic, and social development issues in Palestine.
Abu al-Rub believes that the future belongs to the Palestinians, no matter how long the occupation lasts. He stressed the need to strengthen the resilience of Palestinian citizens on their land, particularly in rural areas, and to make the occupation realize that its presence on Palestinian land has become extremely costly. Abu al-Rub believes that the Oslo Accords contained many weaknesses and that they entrenched the occupation and increased the rates of land confiscation and the plundering of Palestinian resources, despite the return of thousands of Palestinians to Palestine. He considers the division among Palestinians to be one of the worst phases the Palestinian cause has experienced, and believes it must be overcome through serious efforts to achieve political partnership by agreeing on a general political program that reflects our reality, our aspirations, and the Palestinian Basic Law. Abu al-Rub believes that international law grants peoples the right to resist their occupiers and defend themselves, but the nature of the general circumstances dictates the appropriate means of resistance.
