Hatem Muhammad Hilmi Abd al-Samee Bakri (born March 9, 1964, in Hebron) is a distinguished Sharia judge, preacher at the Ibrahimi Mosque, and former Minister of Endowments and Religious Affairs of the State of Palestine. He held the ministerial position from January 1, 2022, following a limited reshuffle in the government of Prime Minister Muhammad Shtayyeh, until March 31, 2024.

Al-Bakri earned his bachelor’s degree in Islamic Sharia from Hebron University. Over the course of his career, he has held several prominent positions, including serving as the director of the office of the mayor of Hebron, deputy head of the Sharia Court of Appeal, and secretary of the Supreme Council of Sharia Judiciary in Palestine.

Additionally, he was an active political figure, running as part of the Fatah movement’s list in the 2021 Palestinian legislative elections. However, the elections were postponed by a decree from Palestinian President Mahmoud Abbas on April 30, 2021. Throughout his career, Al-Bakri has been committed to the development of Sharia law and religious affairs in Palestine.
