Dawas Tayseer Rashid Dawas ( August 4, 1971 - ) is a Palestinian politician , diplomat and ambassador . On March 28, 2024, he was appointed Secretary-General of the Palestinian Council of Ministers within the formation of Muhammad Mustafa’s government . 

His academic achievement

In 1995, he obtained a BA in Political Science from the University of Baghdad , a MA in Contemporary Arab Studies from Birzeit University in 2002 , and a PhD in Political Science from the Institute of Arab Research and Studies in Cairo in 2009. 

His professional life

From 1996 to 2019, he held several positions in the Palestinian Legislative Council, including Head of the Council Presidency Office and Director General of the Council’s General Secretariat.  He worked as a part-time lecturer in political science at Birzeit University in the fields of: the Palestinian political system, foreign policy, diplomacy, international relations, and international organizations. He was elected Secretary of the Board of Trustees at the Arab American University . 

Since July 10 , 2019, he has held the position of Secretary-General of the Palestinian National Commission for Education, Culture and Science of the Palestine Liberation Organization , and served as a member of the Executive Council representing the State of Palestine in the Arab League Educational, Cultural and Scientific Organization (ALECSO) , and represented the State of Palestine in the Union of Arab Scientific Research Councils, and also served as the representative of the State of Palestine to the Islamic World Educational, Scientific and Cultural Organization (ISESCO) , and in 2021 he was elected by majority to the position of Chairman of the Executive Council of the Islamic World Educational, Scientific and Cultural Organization (ISESCO) . 

In May 2023, he was appointed Ambassador to the Palestinian Ministry of Foreign Affairs and Expatriates and was seconded to work as Secretary-General of the Palestinian National Commission for Education, Culture and Science .

On March 28, 2024, he was appointed Secretary-General of the Palestinian Council of Ministers within the formation of the government of Muhammad Mustafa .
