Saeed Muhammad Shaaban Siam (July 22, 1959 - January 15, 2009) Minister of the Interior in the first government of the Hamas movement and a representative in the Palestinian Legislative Council. He was assassinated by Israel on January 15, 2009. Saeed Siam is considered one of the most prominent new Hamas political leaders in the Gaza Strip and is called the Iron Man of the Islamic Resistance Movement Hamas.

Birth and upbringing
Saeed Muhammad Shaaban Siyam was born on July 22, 1959, in Al-Shati refugee camp, west of Gaza, to a family that was displaced by the Israeli occupation from the village of Al-Joura, Ashkelon district, in 1948.

Education and training
He graduated in 1980 from the Teachers’ House in Ramallah, and obtained a diploma in teaching science and mathematics. Then he completed his university studies at Al-Quds Open University in Gaza City, from which he obtained a bachelor’s degree in Islamic education in 2000. He worked as a teacher in the schools of the United Nations Relief and Works Agency for Palestine Refugees in Gaza. From 1980 until the end of 2003, he was forced to leave work due to harassment by the UNRWA administration due to his political affiliation. He was also a member of the Union of Arab Employees at the UNRWA for several terms, chaired the Teachers Sector Committee for seven consecutive years, and was a member of the Board of Trustees of the Islamic University in Gaza. He was one of the founders of the Palestine Academy for Security Sciences in Gaza and the first president of its Board of Trustees. He is a member of the founding body of the Center for Future Research. He also worked as a preacher and volunteer imam at the Yarmouk Mosque in Gaza City. He also worked as a preacher and preacher in many mosques in the Gaza Strip.

His political activity
Siam participated in the reform committees formed by Sheikh Ahmed Yassin, to resolve disputes and quarrels between people and citizens, since the beginning of the first intifada, which was known as the “Intifada of the Mosques” or the “Intifada of the Children of Stones.”

On the political level, he represented the Hamas movement in the Supreme Follow-up Committee for the National and Islamic Forces, and was a member of the political leadership of the Hamas movement in the Gaza Strip, where he took over the movement’s foreign relations department.

He was elected as a member of the Palestinian Legislative Council for the Change and Reform Bloc, representing the Islamic Resistance Movement Hamas. In 2006, he received about 76 thousand votes, which is the highest number ever in the Palestinian elections, and then he was appointed to the position of Minister of Interior and Civil Affairs in the tenth Palestinian government. He established a force supporting the Palestinian security forces in the Gaza Strip, called the Executive Force.

He was appointed Minister of the Interior in the dismissed Palestinian government in Gaza on June 3, 2008 as part of the expansion of the government and the appointment of 6 new ministers.
