Hilweh Jagman was born in Bethlehem in 1913. She contributed to the establishment of the General Arab Women's Union in Bethlehem in late 1947. She was elected as the first vice president of the union, Mrs. Beirut Maalouf, then was elected president of the union, and she remained in this position until 1992.

Hilweh Gagaman made her house the headquarters of the Women's Union, and she received help from her family, and her pharmacist brother, Hanna Gagaman, prepared to provide all the first aid tools the union needed, in preparation for the upcoming war. The Union prepared its equipment, and Major Hilweh Jagman set aside a room in her house, to train women on first aid, at the hands of specialized doctors, such as Dr. Michelle Dabdoub and Dr. Maalouf. She prepared field aid tools, and some clothes and bandages for the wounded, which were sewn by the hands of the Union women on the sewing machine in the house. Helwa Jacaman played a patriotic inciting role, especially after the 1967 setback. She formed a secret society with her colleagues, organizing demonstrations and strikes, and urging people to resist displacement. This subjected her to arrest by the Israeli occupation authorities twice. Through the founding of the Charitable Housing Association in 1960, Hilweh Giacaman contributed to the construction of 42 housing units in Bethlehem, and 24 in Beit Sahour, in addition to other units under construction. Hilweh Giacaman participated in Arab and international conferences, including the Conference of the Arab Women's Union in Beirut, then the Housing Conference in Rome, and the Conference of the General Union of Palestinian Women in Jerusalem in 1965.

Hilweh Giacaman passed away in the city of Bethlehem on 20.07.2004, leaving a historical imprint.
