Ragheb was born in Jaffa 1882, he received his elementary education in Al-Rashidiyyeh School, studied Islamic Sciences; appointed as judge of Jaffa. In 1918, he established the Islamic Christian Society in Jaffa; practiced law in Palestine; participated in the World Islamic Congress, joined the Palestine Arab Party which was established in 1935, contributed in establishing the Arab Development Society in 1946. Ragheb died in Ramallah in 1964; buried in Al-Bireh.
