He was born in Kuwait on November 4, 1976, to a Palestinian family from the town of Silwad in the Ramallah and Al-Bireh Governorate. He is married and has five children. He completed his primary education at Mazal Hazza Al-Salal Elementary School in Kuwait and Al-Qadisiyah School in Jordan. He attended Madaba Secondary School and received his high school diploma in the science track from Ain Yabroud Secondary School in 1995. He earned a bachelor's degree in social studies from Al-Quds Open University in Gaza in 2016, a diploma in military science from Al-Quds Technical College in 2018, and a master's degree in history from the Islamic University of Gaza in 2020. Hamed worked as a contractor in the construction sector between 1999 and 2003, then as an officer in the government service between 2011 and 2016, and has been the director of the Ahrar Center for Historical Documentation since 2017.

He joined Hamas in 2001 and participated in its educational, social and public activities. He joined the Qassam Brigades during the Second Intifada and became one of the members of the Silwad Qassam cell, which included Ahmed al-Najjar, Khaled al-Najjar, Mu’ayyad Hamada, Yasser Hamad, and Ahmed Khaled Hamed. This cell was one of three armed cells affiliated with the Qassam Brigades operating under the name of the Martyr Adel and Imad Awadallah Group, and it specialized in targeting military checkpoints, occupation camps and settlers’ cars on the settlement bypass roads.

Hamed participated as part of the Silwad cell in carrying out a number of armed operations against the occupation and its settlers in the town of Silwad and neighboring villages. These included the first Turmus Ayya operation on August 9, 2002; the Rimonim Carmelo Triangle operation on November 18, 2002, which resulted in the death of settler Esther Galieh; the Deir Jarir-Kafr Malik Junction operation on December 27, 2002; the Deir Dibwan Bridge operation on January 29, 2003, which resulted in the injury of three settlers; the second Silwad Bridge operation on June 20, 2003, which resulted in the death of settler Tzvi Goldstein and the injury of three others; and the Mughayir/Route 458 operation on August 29, 2003, which was in retaliation for the assassination of Ismail Abu Shanab and resulted in the death of settler Shalom Hermelech and the injury of others. A settlement, and the planting of a barrel bomb in the town of Al-Mughayir on October 6, 2003, which resulted in the injury of a number of occupation soldiers and the destruction of a military jeep, and the Ein Yabrud operation on October 19, 2003, which resulted in the killing of three Zionist soldiers and the serious injury of a fourth, and the seizure of three rifles from the occupation soldiers. He also participated in an attempt to capture Zionist soldiers between the villages of Dura al-Qar’ and Ein Sinya on December 8, 2003.

Hamed held several organizational positions within the occupation prisons, and assumed organizational positions within the Hamas movement after his release from captivity in the Wafa al-Ahrar deal in 2011. He became the director of the Ahrar Center for Historical Documentation since 2017, and was a candidate for the Legislative Council elections on the Jerusalem Our Appointment list affiliated with the Hamas movement, which was scheduled to be held in May 2021.

He co-authored the books “Biography of a Mujahid” (2021) and “Qassam Diaries” (2021), and is working on preparing an encyclopedia of military operations for the Izz ad-Din al-Qassam Brigades.

Hamed believes that the future of the Palestinian cause is positive, especially with the internal turmoil and disintegration of the occupation, and the Palestinian people's awareness and consensus on resistance and its continuation until liberation. He believes that the Oslo Accords were disastrous for the Palestinian people because they relinquished Palestinian rights. The enemy exploited the agreement for its own benefit, and it brought no benefit to the Palestinians. Moreover, it sowed the seeds of Palestinian division. He believes that most national factions agree on a unified national project and are united in their desire to restructure the PLO and hold elections. However, the leadership of the Palestinian Authority, represented by Fatah, has broken this unity and rejects this project. He believes that all forms of resistance are legitimate and available, and he emphasizes that armed resistance is fundamental and that the occupation cannot be defeated without it. He believes that Mahmoud Abbas and the Fatah leadership monopolize power and the PLO, and that the Palestinian political system is dictatorial and authoritarian. This has been proven through a number of official positions and actions, such as the cancellation of the legislative elections that were scheduled to be held in May 2021, and the refusal to restructure the PLO, which can no longer be considered the representative of the Palestinian people because it does not include Hamas and Islamic Jihad. Moreover, most of the factions within the organization exist only in name.

Hamed suffered under the occupation; he was injured in his foot while carrying out the Deir Dibwan Bridge operation, and the occupation arrested him on December 20, 2003. He was subjected to severe torture for sixty days during his interrogation at the Al-Maskubiya interrogation center in Jerusalem. The occupation courts sentenced him to seven life sentences. The occupation partially demolished his father’s house in the Al-Sahila neighborhood on the night of Eid al-Adha in 2004, and demolished his house in the Ras Baraka neighborhood on the second day of Eid al-Adha. He was deported to the Gaza Strip immediately after his release from captivity. His apartment in Gaza City was bombed during Operation Protective Edge in 2014. He survived an assassination attempt in the 2021 war. He has been banned from traveling outside the Strip since his release from the occupation prisons, and the occupation prevents his mother and brothers from visiting him in the Gaza Strip.
