1952, Idna, Hebron. from a refugee family from Bayt Jibrin. PA minister; PLC member for Hebron (Fatah) 1996-2005; head of PLC economic committee; member of PLO-CC. BA in geography from AUB. A prisoner from 10 years, he is on the PA committee for political prisoners. Member of Fatah-RC. Key ally of Marwan Barghuthi in Hebron; joined criticism of PA reforms in Aug98 & criticised ‘Arafat’s autocratic tendencies in 1999. Was appointed minister for local government in Apr03, retaining his position in the emergency government from Oct03.
