She was born in Nablus in 1957, studied at Al-Karmel and Jamal Abdel Nasser schools, and completed her university education at the University of Jordan in the Faculty of Economics. She obtained a bachelor’s degree in business administration and graduated in 1980. She was unable to find work, due to the scarcity of job opportunities, and also because of the occupation authorities’ stance towards anyone who belonged to the family of the mayor of Nablus, Bassam Al-Shaka’a, who was subjected to an assassination attempt that resulted in him losing his legs. Fatima got married in 1981 and devoted most of her time to her father, who was exhausted by illness. She was attached to him until his death.
After that event, Fatima started working, driven by the belief in the necessity of having a goal that must be achieved, and that she had the abilities that qualified her to work and provide assistance to society. She participated in many social and humanitarian activities during the First Palestinian Intifada, in order to alleviate the suffering of the poor and needy.
She participated in these activities without belonging to any political organization. Through her acquaintance with the women of the Women's Union Association and her admiration for their noble work, she joined the association and was elected in 1992 as deputy treasurer. The difficult circumstances that the Women's Union Hospital, affiliated with the association, went through had the greatest impact on Mrs. Fatima's enthusiasm to defend the association and the hospital and to work with her colleagues to reorganize the internal situation of the hospital, which resulted from the difficult circumstances that the city went through as a result of the political and security conditions during the First Intifada.
The association struggled bitterly, alongside the hospital director, Dr. Muhammad Fahd, and the national and political institutions and frameworks in the city, to raise the level of services provided in the hospital, which was called the "Intifada Hospital" due to the noble services it provided to the wounded and injured of the First Palestinian Intifada.
In 1994, Ms. Fatima worked at the Jordan and Gulf Bank, but she resigned because she could not balance her commitments to the charity with her bank job and family life. In 1998, Ms. Fatima Al-Shak'a was elected to the Al-Birr Charitable Society, an organization that helps underprivileged students complete their university studies, and she co-founded the Women's Sports Club.
