Zuhair Bashir Talib Al-Rayyes was born in Nazareth on July 8, 1933. He studied primary school at Al-Imam Al-Shafi’i School in Gaza, and secondary school at the National Secondary School in Helwan, Egypt. He obtained a Bachelor’s degree in Law from Cairo University in 1954, enrolled in a Master’s program in Economics at Cairo University in 1956, and obtained a PhD in Administrative Sciences from the University of California in the United States in 1988.
He participated in founding and editing Al-Tahrir newspaper between 1957-1960, and issued Akhbar Al-Yawm newspaper in Cairo in 1961. He issued and edited Akhbar Filastin daily newspaper in Gaza between 1963-1967, and became chairman of its board of directors between 1963-1965. He issued a local magazine in Gaza entitled Al-Ulum between 1975-1987, and was a member of the administrative board of Al-Fajr newspaper and its chairman between 1976-1979. He founded and edited the weekly Al-Mawqif magazine in collaboration with Hanna Siniora between 1979-1987.
He was active in the Palestine Students Association in Egypt, and was secretary of the Palestinian Committee for Asian-African Solidarity in 1956. He participated in the first Palestinian conference from which the PLO emerged in 1964, and became a member of the Palestinian National Council in 1964.
He is one of the founders of the Arab Lawyers Union and its deputy secretary-general between 1959-1963. He was a member of the Executive Council of the National Union in the Gaza Strip between 1961-1965, a member of the Legislative Council in the Gaza Strip between 1962-1965, a founding member of the Arab Journalists Union in 1965, and its deputy secretary-general between 1965-1967, and secretary-general of one of the branches of the Palestinian Committee for Solidarity with the PLO between 1965-1967, a member of the Board of Trustees of Birzeit University since 1972, a member of the National Guidance Committee between 1979-1982, and chairman of the board of directors at the Gaza Center. For rights and law between (1985-1996), and participated in the founding of the Arab Studies Association in Jerusalem in 1989.
Al-Rayyes suffered from the occupation, as he was arrested by the occupation forces following the tripartite aggression on Egypt in 1956, and was arrested again by the occupation forces in 1978 with the start of the Camp David talks, and was placed under house arrest in 1979, and was prevented from traveling from 1980 until the early nineties. He died in Gaza on May 26, 1996.
