Dalal Abdel Hafez Mahmoud Salama was born in Balata refugee camp in Nablus Governorate on October 4, 1965. She studied primary school at Balata Camp Girls School, and obtained a BA in Biology from An-Najah University in Nablus in 1987, and a MA in International Relations from Birzeit University.

She joined the Fatah movement in 1977, participated in its social and institutional activities and national events, and was active in the student sector. She was the Public Relations Officer in the Student Council at An-Najah University, and represented Fatah in the Executive Office of the Women's Committees for Social Work in 1987. She was the North Coordinator in the office, a member of the Mobilization and Organization Office, Occupied Territories Branch, and the Coordinator of Civil Society Work within Fatah.

She won membership in the Palestinian Legislative Council for Fatah in the first legislative elections in 1996. She was the rapporteur of the Political Committee and a member of the Education Committee in the Legislative Council. She nominated herself on the Fatah list for the legislative elections held in 2006, and on its lists in the legislative elections scheduled to be held in 2021. She was chosen as a member of the Fatah Revolutionary Council between 2009-2016, then a member of the Central Committee of the movement in the Seventh Movement Conference in 2016, where she assumed the position of Commissioner of Non-Governmental Organizations in the Central Committee. 

Salama is hosted by various media outlets to comment on developments in the Palestinian cause, and lectures at universities, clubs and institutions about the Palestinian cause and its files.

It looks to resolve the conflict in Palestine through international initiatives and based on the Arab Peace Initiative, and according to the two-state solution, with East Jerusalem as the capital of the Palestinian state. It calls on the international community to further recognize the State of Palestine, and to establish strong bilateral relations to contribute positively to accelerating the international trend to achieve Palestinian rights, and to pressure international institutions to take stronger and more decisive decisions to condemn and stop settlements.

It also calls for escalating popular resistance in the face of the occupation and its practices, and draws attention to the fact that all struggle options are open to the Fatah movement to restore legitimate Palestinian rights. It emphasizes the right of return of Palestinian refugees according to international resolution 194, and points out the importance of exposing “Israel” before the international community.
She believes that the Fatah movement is striving to heal the rift, end the division and achieve true national unity based on national partnership. According to Salama, Fatah’s first interest requires ending the division and embodying the unity of the Palestinian situation, within the framework of the Palestine Liberation Organization, the sole legitimate representative of the Palestinian people.

She believes that the availability of true will on the part of both parties (Hamas and Fatah) is a basic determinant of ending the division, and that the issue is not just sessions or meetings here or there, as much as the availability of true will.

Salama believes in the Arab depth of the Palestinian cause, and sees that the Arab reality is experiencing a great degree of flabbiness and interventions right and left, far from the efforts to connect with the Palestinian cause and end the occupation.

Salama suffered in her life; she lived as a refugee in the camps, and the occupation forces imposed house arrest on her for 12 months, while she was working in student activities at the university.
