Mustafa Kamel Khalil Shawar was born in Hebron on February 16, 1958. He is married and has seven children. He received his primary and secondary education in Hebron schools, graduating from Al-Hussein Bin Ali High School in 1976. He earned a bachelor's degree in Sharia from the Islamic University of Madinah in 1982 and a master's degree in Usul al-Fiqh (Principles of Islamic Jurisprudence) from the same university in 1985. He has been a lecturer at the Faculty of Sharia at Hebron University since 1986.
Shawar grew up in a religious family and was influenced by his father's leadership role in the Muslim Brotherhood. He joined the group in the early 1970s and became involved in its outreach and educational activities. His studies at the University of Jordan for a year and the American University of Beirut for another year played a role in shaping his personality and deepening his Islamic orientation. He was active in union and institutional affairs, winning the elections for the Hebron Chamber of Commerce and Industry in 1991 and remaining a member of its board of directors until 2010. He was elected to the administrative board of the Islamic Charitable Society in 2000 and to the administrative board of the Muslim Youth Association in 2002. He also headed the Zakat and Sadaqah Committee in Hebron.
He was arrested by the occupation in late 1992 and deported to Marj al-Zuhur. He was re-arrested several times, bringing the total number of his arrests to ten years, in addition to being banned from traveling since 1992.
Shawar co-founded the Association of Palestinian Scholars in 1992, and became its president in 2012 after the death of its former president, Sheikh Hamed Al-Bitawi. He is a member of more than one Sharia supervisory board in Palestinian banking institutions.
He has published a number of books, including “The Precious Book on Joint Stock Companies in Islamic Law” and “From the Finest of Sermons.” He has a large number of articles in newspapers and websites, and he is a regular guest on a number of local radio stations. He also gives religious lectures in mosques, clubs, and cultural centers.
Shawer believes that the future belongs to the Palestinian cause, and he believes that the weak will not remain weak, and the nation's trajectory indicates an upward trend. He believes that the one who has the right is strong, and the day will come when he will take his right in full and without any reduction. He opposes the Oslo Accords, and he sees them as a sin. He believes that the division occurred after one of the Palestinian parties refused to accept the results of the legislative elections in which Hamas won, and sought to prevent the winners from taking control of affairs. He considers the resistance of the people living under occupation to be an innate matter, a divine obligation, and an international law. He explained that the participation of all political currents in the Palestine Liberation Organization must be done on democratic foundations in which the minority respects the program of the majority.
