Abdul Mohsen Hassan Al-Qattan was born in the occupied city of Jaffa on November 5, 1929. He is married and has two sons and two daughters. He studied primary school at the Ayyubiyah School in Jaffa, secondary school at Al-Nahda College in Jerusalem, and obtained a bachelor's degree in business administration from the American University of Beirut in 1951. He worked as a teacher at the Islamic Scientific College in Amman between 1951 and 1953, and was appointed as an employee in the Ministry of Water and Electricity in Kuwait in 1953, where he rose through its ranks until he became the Director General of the Ministry. He founded Al-Hani Construction and Trading Company in partnership with Khaled Al-Mutawa in 1963.
Al-Qattan became involved in political work and joined the Palestine Liberation Organization (PLO) since its founding in 1964. He was a member of several Palestinian delegations that visited countries and institutions to obtain support for the Palestinian cause and the PLO, including his visit to the People's Republic of China in 1964, accompanied by PLO Chairman Ahmed Shuqairi. He was chosen as a member of the National Council since its establishment in 1964 and was elected its chairman during the Council meeting in Cairo in 1968. However, he resigned a few days later because the PLO factions refused to agree on a unified leadership for the armed factions and the organization's financial affairs. But he remained a member of the Council until 1990, when he resigned in protest against the PLO's position supporting Saddam Hussein's invasion of Kuwait.
Al-Qattan has been engaged in social, charitable, and developmental work at various levels since the 1960s. He was one of the founders of the Institute for Palestine Studies in Beirut in 1963, the Cooperation Foundation in Geneva in 1983, and the founder of the Abdul Mohsen Al-Qattan Foundation in London in 1993, and the Palestinian Center for Policy Research and Strategic Studies (Masarat) in 2011. He became Palestine's representative to the Arab Fund for Economic and Social Development in 1985, and a member of the Board of Trustees of the American University of Beirut. He also focused on providing scholarships for Palestinian and Arab students, and provided financial support to several cultural centers, institutions, and universities, such as the Center for Arab Unity Studies, the Ahmed Bahaa El-Din Foundation, and Birzeit University.
He announced the allocation of a quarter of his wealth to establish a fund to ensure the sustainability and independence of the Qattan Foundation, and established the Qattan Cultural Centers in the cities of Ramallah and Gaza.
He died in London on December 4, 2017.
