Saleh Smadi was born in Nablus in 1893, received his elementary and preparatory education in Nablus; secondary education in Beirut, he then joined Asitana University where he studied Law and Political Science. Saleh was appointed as secretary of the Ministry of Justice in Damascus, then as professor at the Institute of Law in Damascus. 
After the French Occupation for Syria, he left to Jordan and resided in Amman where he practiced Law; sentenced for one month and a half in prison, but, he has been pardoned by Prince Abdullah.
