Khalil Othmaneh was born in Baqa al-Gharbiyya in the Triangle region of the occupied interior in 1939. He studied the primary and secondary stages at Baqa al-Gharbiyya High School, and obtained his high school diploma in 1957. He earned a bachelor's degree in general history and Arabic language and literature from Tel Aviv University in 1972, a master's degree in Arabic language from the Hebrew University of Jerusalem in 1976, and a doctorate in Islamic civilization and history from the Hebrew University of Jerusalem in 1981. He worked as a teaching assistant at Tel Aviv University in 1972, and between (1981-1983), and as a lecturer at the University of Haifa, and as a lecturer in the Department of History and Political Science at the Faculty of Arts at Birzeit University for twenty-five years, and as a lecturer at the Institute of Jerusalem Studies at Al-Quds University/Abu Dis, and at Al-Qasemi College in Baqa al-Gharbiyya. He also worked on establishing the Arabic Language Academy at the college.  
He visited several major libraries around the world, consulted rich sources on the history of Islamic Palestine, participated in several conferences in Palestine, Europe and the United States, discussed Orientalist production on Islam, Palestine and Jerusalem, refuted many of the Orientalists’ theses, responded to the Zionist narrative, and presented theses in which he defended the Arab Islamic heritage.
 Othmaneh devoted himself to studying the history of Palestine in the Islamic eras, and became one of the most prominent Palestinian specialists in this field. He also studied the concept of the state in Arab Islamic society.
 He published dozens of research papers and studies in specialized university journals in Palestine and abroad, and translated a number of studies, including a study on the Great Palestinian Revolt of 1936 entitled “Events of 1936-1939: Riot or Revolution.” He has published ten books, including: Studies in the History of Early Islam: Social, Political and Religious Dimensions in Islamic Society in the Middle Ages (1998), Palestine in Five Centuries: From the Islamic Conquest to the Frankish Invasion (634-1099) (2000), The People of the Cave: A Reading of the Dead Sea Scrolls (2000), Political Transition in the Arab World (joint, 2001), Civil Transformation and the Seeds of State Belonging in Arab Islamic Society between the Seventh and Eleventh Centuries AD (2002), Palestine in the Ayyubid and Mamluk Eras: (1187-1516) (2006), The Marvelous in Summarizing the News of the Maghreb (2006), Selected Studies from the Fields of Arab Islamic Heritage (2008), and Jerusalem and Islam: A Study of its Sanctity from an Islamic Perspective (2013).    
He died in Baqa al-Gharbiyya on November 14, 2023.
