Dr. Taysir Shawkat Nabulsi was born in Nablus on 18 May 1934, received his Bachelor's degree in Law from Cairo University in 1956, Higher Diploma in Law, Higher Diploma in Political Economy in 1960, PhD in International Law in 1975.

Tayseer was expelled from Nablus by the Israeli occupation authorities in 1969. In 1973, he was assigned as jurist in Dubai, he then practiced law in the United Arab Emirates from 1976 till 2012. He died in Dubai on 19 February 2012, and was buried there.
