Muharram Shaaban Hussein Al-Barghouthi was born in the town of Kobar in the Ramallah and Al-Bireh Governorate in 1954. He studied the primary stage at Kobar Elementary School, and the secondary stage at Prince Hassan Secondary School in the town of Birzeit. He worked as a correspondent and agent for Al-Fajr newspaper in 1975, then for Al-Tali’ah newspaper in 1977, and was Director General in the Ministry of Youth and Sports between (1997-2004).

In his early youth, he experienced returning to Palestine by smuggling himself from Jordan after the 1967 war, and witnessed the effects of the war on his way back to his village. He became involved in national activism during his secondary school studies with the secret student union affiliated with the Communist Party in 1972, and became an active member of the Communist Party.

He participated in establishing student councils in schools in the Ramallah, Al-Bireh, and Jerusalem areas, including Prince Hassan, Al-Hashimiyah, Al-Ma'mouniyah, and Al-Bireh Girls' Secondary School. He contributed to urging people not to work in the Israeli market in the first half of the 1970s. He began a long career in volunteer work starting in 1973, volunteering with farmers in the town of Kobar and then moving to other villages. Among those who participated with him in volunteer work during that period were Azmi Al-Shuaibi, Suhair Al-Barghouthi, Salim Tamari, Hanan Ashrawi, and others. He also focused on spreading the idea of volunteer work in the Palestinian press.

 He participated in a large meeting at Birzeit University on August 15, 1980, which included representatives from thirty-six volunteer committees in the West Bank and Gaza Strip. At this meeting, the establishment of volunteer work committees in the West Bank and Gaza was announced, and he was elected its president. The new union body established its headquarters in Jerusalem and the cities of Ramallah and Al-Bireh, and began organizing volunteer work in Palestine. Its activities commenced with a volunteer event in Nazareth on August 20, with the participation of 1,500 volunteers from all parts of Palestine. The experience was then repeated in Nazareth in 1982 with the participation of thousands of volunteers.

 The volunteer work committees adopted the slogan "The land is identity," providing assistance to farmers in the West Bank and Gaza, commemorating national occasions, particularly Land Day, and contributing to the rejection of Zionist projects aimed at undermining Palestinian national aspirations, such as the Village Leagues project. They also affirmed that the Palestine Liberation Organization (PLO) was the representative of the Palestinian people. Despite their continued work, the occupation authorities banned the volunteer work committees. With the outbreak of the Intifada, these committees transformed into popular committees that played a leading role in the national and social movement within the neighborhoods of Palestinian refugee camps, cities, and towns.

Barghouti worked to establish the Palestinian Youth Union and became its director in 1992. He worked on its independence from organizational frameworks since 1996. Barghouti also progressed in organizational responsibilities within the People’s Party until he became a member of its Central Committee, and remained in it until he resigned from the party in 1996. He ran in the legislative elections in 1996, and for the past two years he has been working with a group of young people in building the National Social Youth Movement, which has been joined by about 1,000 young men and women.

Barghouti suffered in his life, as he was placed under house arrest for a year in the city of Al-Bireh between (1987-1988), and the occupation forces stormed his house and searched it more than once, and he was summoned by the occupation intelligence, and arrested in 1988.
