Diplomat Khaled Ibrahim Ali Baaba’ was born in the Palestinian city of Tulkarm in 1924. He received his primary and preparatory education in the schools of his city of Tulkarm, and his secondary education at Terra Sancta School in Jerusalem, and then obtained his high school diploma from Birzeit Secondary College in 1944. After he finished high school, he joined the Institute of Law In Jerusalem, and then later left years later for the United States of America, where he joined in 1952 at Southwestern University in Texas, from which he obtained a BA with honors in political science and economics, and then in 1956 he obtained a master’s degree in political science and history, His thesis was titled "Neutrality and Impartiality between Fact and Fiction", after which he obtained a Ph.D. in Political Science.

His father is the Palestinian politician Ibrahim Baaba from the city of Tulkarm, who was a public prosecutor in the Ottoman Empire, and one of the founders of the Emirate of Transjordan with King Abdullah I bin Al Hussein.
After Khaled Baaba’ graduated from the Institute of Law in Palestine, he was appointed as a clerk for the mayor of Tulkarm, then head of the Irbid District Mutasarrifiyya book until 1952; He then left for the United States of America to attend Southwestern University.
In 1957, Khaled Baaba’ became a member of the permanent delegation of the League of Arab States to the United Nations, and head of the research department of the delegation of the League of Arab States to the United Nations during the period from 1957 to 1959, then a member of the permanent delegation of Yemen to the international organization, and also worked as a broadcaster for a news bulletin. The United Nations in the Arabic language from 1958 to 1959.
From 1960 to 1964, he held the position of representative of the League of Arab States to Canada. Baaba had established the Arab League representative office in the Canadian capital, Ottawa, commissioned by the university, and the university assigned him to head the representative office. In 1964, he assumed the position of representative of the League of Arab States to the United States of America, and continued to do so until 1972. At that time, the representative office of the League of Arab States was located in Dallas, Texas. Khaled Baaba then took the position of director of media for the League of Arab States, and an official spokesman for the League.
Ambassador Khaled Baabaa died in Texas on October 1, 2017, and was buried in Denton Cemetery.
