He was born in Hebron in 1948 to a merchant father.
He finished his schooling in Hebron in 1967.
He joined Beirut Arab University in 1969 and graduated in 1973 from the Department of Economics and Commerce.
He worked in the Islamic Endowments Department and held several positions there.
He started as an accountant in the department and became the head of the accounting department.
He served as the financial director of the General Waqf Department for the West Bank from 1983-1987.

He joined the General Assembly in 1974.
He was elected to the League Council for the years 1983-1986-1991.
Member of the Supreme Islamic Council of Jerusalem, member of the Executive Committee and its treasurer
Former member of the Hebron Zakat and Charity Committee.
Member of the general assembly of a number of charitable societies in Hebron and Jerusalem.
Member of the Hebron Reconstruction Committee and its treasurer.
He participates in the working committees formed by the League Council and chairs the Education Committee.
He previously served as Undersecretary of the Ministry of the Interior and Undersecretary of the Ministry of Social Affairs in the Palestinian Authority.
Member of the Revolutionary Council.
