Ahmad Abdul Fattah Touqan was born in Nablus and completed his secondary education there. He graduated from the American University of Beirut with a Bachelor of Science degree in Engineering and earned a Master of Science degree in Physics from Oxford University in Britain with honors. In 1929, he was appointed lecturer at the Arab College in Jerusalem. He then served as director of the Rural Teachers Training Center (Khadouri) in Tulkarm from 1934 to 1953. He was seconded to the Emirate of Transjordan to work as an inspector of science and mathematics, later rising to become Director of Education. He held various ministerial positions, including Minister of Public Works and Construction, Minister of Education, and Minister of Foreign Affairs. In 1967, he became Deputy Prime Minister, and in 1970, he became Chief of the Royal Court and Prime Minister. In 1962, he was appointed to the Board of Trustees of the University of Jordan and later became its Chairman. He died in Amman.

He died in Jordan at the age of 78 after a long illness. A school in Amman was named after him in his honor.
