Mr. Mohammad Manasra has been working at the Palestine Monetary Authority since mid-1998. During the twenty-two years, he has held several specialized positions in the field of banking supervision, including at least ten years in senior supervisory positions, the most important of which are: Executive Director of the Supervision Group since the beginning of 2020, Director of the Supervision and Inspection Department since mid-2018, Director of the Monetary Operations and Investment Department since the beginning of 2017, Advisor to the Governor of the Monetary Authority on several projects, the most important of which is the establishment of the Palestinian Deposit Insurance Corporation, Deputy Director of the Supervision and Inspection Department and Head of the Banking Supervision and Inspection Department. He was also responsible for completing several projects at the Monetary Authority during his work period.
In terms of institutional development, he is a member of several important committees within the Monetary Authority responsible for formulating policies and issuing instructions and licenses, in addition to currently representing the Monetary Authority in several boards of directors and committees at the local, Arab and regional levels, the most important of which are: Member of the Board of Directors of the Capital Market Authority and Chairman of the Audit and Risk Committee, Member of the Auditing Profession Council and Member of the Licensing and Practice Committees, Member of the National Committee for Combating Money Laundering and Terrorism Financing, Member of the National Team for Embodying the State and Representative of the Monetary Authority at the Arab Monetary Fund, and the Banking Supervision Committee.
He also had previous memberships in the field of management of many institutions, including Vice Chairman of the Board of Directors of the Orphan Funds Management and Development Foundation during the period from 2009 to 2015, Member of the Board of Directors - Chairman of the Audit and Risk Committee / Representative of the Management of the Orphan Funds Management and Development Foundation at Takaful Insurance Company from 2011 to May 2016, Representative of the Monetary Authority at the Islamic Financial Services Board in Malaysia until the end of 2012, Representative of the Monetary Authority at the Accounting and Auditing Organization for Islamic Financial Institutions in Bahrain until the end of 2012.
Mr. Manasra is an expert in several banking and financial topics. He has contributed as a lecturer in many training courses, whether at the Banking Institute or at Palestinian universities, on various topics such as risk-based supervision, banking qualification diploma, basic principles of effective supervision, resolving bad debts, economic journalism between reality and hope, the regulatory and supervisory environment for banking operations in Palestine, banking supervision and performance evaluation standards, tools and methods of data and information analysis, market risks and their evaluation mechanisms, stress test design and calculation mechanisms, and Basel II applications .
Mr. Manasra is in the final stages of obtaining a PhD in Islamic Finance, Al-Jinan University, Lebanon. He holds a Master’s degree in Accounting, from Al-Quds University, Abu Dis, in 2001, and a Bachelor’s degree in Accounting and Finance from Hebron University, in 1997.
