She was born in the city of Nablus and was educated in its schools, where she spent her primary stage at the Nablus Girls School, her preparatory stage at the Ibn Sina School, and her secondary stage at the Aisha School. She obtained her high school diploma in the scientific stream, but she was unable to complete her university education due to difficult financial circumstances, in addition to the fact that there were no universities in Nablus.

Mrs. Razon says about her childhood:
I was one of the top students in school, in addition to enjoying a distinguished school activity. I often participated in making wall magazines and I was always the head of the student committee in the class, in addition to leading the team in the scouting movement at all stages until I graduated from school. I participated with my colleagues in the scouting movement in several camps inside and outside my country. After I finished high school, and due to my difficult financial circumstances, I had to travel to Saudi Arabia and work as a teacher at Rawdat Al-Maaref Private School in Jeddah, which was owned by a family from Jerusalem. I worked there for two years, and before my return to my beloved homeland of Nablus, the June 5/6/1967 war broke out, and the Jews occupied the West Bank. I was overcome with deep sadness and felt a terrible sense of alienation. I went back in my memory to how I used to wonder, as a child, when I saw the Palestinian refugees during the first Nakba, how they left their homes and came to Nablus and lived in the Great Mosque, which was next to the family home. I was afraid that this would happen to my family, but what reassured me for a while was that Saudi Arabia was saying that the United Nations would force Israel to withdraw. But as time passed, I became certain that this was a lie.
After several months, I returned to Jordan, hoping to eventually return to my beloved country. I had to travel by truck, traversing rough and difficult roads that Israel had not yet explored, in order to reach Nablus. Life was difficult; Israel imposed curfews for long hours, lifting them only briefly to allow people to obtain necessities. As time passed, life gradually began to return to normal.
In 1968, I married Dr. Ismail Shaheen, who worked as a physician in the Nablus Health Department, and we had six children: two sons and four daughters. After my marriage, and with my husband's encouragement, I returned to my activities. In 1972, I joined the Women's Union Association, about which I had heard a lot and followed the news about it from my female relatives who were members. I was unable to be an active participant, but I was content with participating in its activities and attending its seminars, as I was responsible for taking care of my family and children, and because my husband was busy establishing the Friends of the Patient Association in Nablus, which took up a lot of his time and effort.

Because of my great love for charitable work, I stood by him, helped him, and took on the great responsibility towards my home and children. I worked hard to raise and care for them until they all finished their university studies, some of them obtaining bachelor’s and master’s degrees, and some of them are preparing themselves to obtain a doctorate.
When I felt I was capable of contributing to charitable work, I ran for membership in the administrative board of the Women's Union Association in 1992 and succeeded. I became an active member, working with my colleagues ever since to ensure the continued achievement of the association's goals and the advancement of its institutions, keeping pace with development so that it can continue to provide its various services to the people of the nation and remain the leading association it has been since its founding. In addition to my membership on the administrative board of the Women's Union Association, I am now a general member of several associations, which are:
1- Child Care and Mother Guidance Association.
2- The Charitable Society for the Care of Health Institutions.
3- Nablus Association for Social Work.
4- The Modern Women's Association.
5- The Red Crescent Society.
6- The Social Cultural Association.
7- The Patient's Friends Association.
8- The General Union of Palestinian Women.
