Ahmed Mahmoud Suleiman Hellis (Abu Maher) was born in the Shuja'iyya neighborhood of Gaza City in 1951. He is married with children. He completed his primary and secondary education in Gaza schools, obtaining his high school diploma, and earned a bachelor's degree in Arabic language from Ain Shams University in Egypt in 1976. He worked as a director of workers' committees at the Institute of Science and Technology in Khan Yunis.

 Helles joined the Fatah movement in the early 1970s, engaging in its national activities and being active in the Shabiba movement, the student arm of Fatah. He was among the Fatah cadres during the first Palestinian Intifada, and held a number of organizational positions within the movement. He was chosen as the movement's secretary in the Gaza Strip in 1994, a position he held until it was abolished by President Mahmoud Abbas in 2007. He was also a member of the Supreme Council for Refugee Camps in 1997, a member of the Fatah Mobilization and Organization Office, and became a member of the Fatah Revolutionary Council and a member of the movement's Central Committee in 2016, as well as a commissioner for mobilization and organization in the Gaza Strip.

Helles has suffered throughout his life. He was arrested by Israeli occupation forces in the late 1970s on charges of membership in a Fatah-affiliated military group that included Ahmed al-Ja'abari, a commander in the Qassam Brigades. He was arrested again in August 2008, along with thirteen of his companions, as they attempted to travel to the West Bank after security forces raided the Helles family's home in an attempt to arrest wanted individuals. Clashes erupted between the family and armed members of the family. His son, Mohammed, was killed during the Israeli occupation forces' incursion into the Shuja'iyya neighborhood of Gaza City on February 11, 2004. He was also the target of an assassination attempt in March 2019, which Palestinian security forces attributed to his rivals.
