Sheikh Saeed was born in Tulkarm, the city to which his family, a group that produced a number of successful and prominent writers and scholars, was attributed. He studied in Tulkarm and obtained his Al-Azhar degree. He was appointed Inspector of Education in the Bani Sa'b district (Tulkarm) and later became a Mufti. He joined the Decentralization Party and became its representative in the Bani Sa'b district. He was sentenced to death along with eleven others, and the executions were carried out in Aliyah on August 21, 1995. Sheikh Saeed's death sentence was commuted to life imprisonment, and he was released in February 1918 thanks to the efforts of Abd al-Qadir al-Muzaffar. He returned to Tulkarm. When the Arab government was formed, he was invited to Damascus and appointed to its Translation and Authorship Department. He was then appointed a member of the Arab Scientific Academy and later its Vice President.

In 1922, he was appointed Chief Justice, a member of the Council of Advisors (the Cabinet), and Chairman of the Education Council. He returned to Tulkarm in 1926 and in his later years worked as a teacher in the Tulkarm Mosque. He published a treatise on Sufism entitled "Clear Proof in Refutation of the People of Slander".
